Submission to the Senate on Department of Social Services grant program - March 2015

CCA's submission to the Senate Inquiry into the Commonwealth community service tendering processes by DSS focuses on the opportunity to mature the Government's approach to tendering - across the Department of Socail Services and all federal departments and agencies.

Drawing on the experience and expertise of our diverse member network, CCA's submission proposes ten recommendations reduced waste and improved community outcomes from the tendering process. Recommendations include: 

• Implementation of the Productivity Commission's recommendations for suitable compliance and risk management
• Transparent program goals and success indicators 
• Steps to ensure performance reporting informs future decision-making, and 
• A move to minimum three year contracts for human services, with a minimum of six months' notice of ceasing the contract.
